THE application to build new homes on Little Shoe Broad, Blockley, fails to demonstrate that site has the capacity to overcome such identified constraints as drainage, flooding, traffic and pedestrian safety.

It seeks approval, in a cart-before-the-horse manner, despite, for example, not having undertaken a site-specific flood risk assessment and therefore being clueless as to whether known problems could even be resolved.

This site cannot be developed due to those constants.
